Preheat the oven to 325º F and line a 9x9 or an 8x8 baking dish with parchment paper or spray with non-stick spray.
Combine the flour, sugar, cocoa, powdered sugar, salt, and dark chocolate chips in a large mixing bowl.
Whisk together the eggs, oil, water, and vanilla extract in a medium mixing bowl until everything is combined. Next, pour this mixture into your dry ingredients and stir it well with a wooden spoon. Don't worry if the batter is thick—that's how we want it! Spread it evenly in your baking dish. If you're using an 8x8 dish, aim for about 40-45 minutes, and for a 9x9 dish, around 30-35 minutes.
